Brampton is part of the Greater Toronto Area, so +1-647 and +1-416 numbers should be local to her. From that list I see:
Toronto +1-416-9003666 DIDWW 2 concurrent calls supported
Toronto +1-647-476-FREE
I do now know that her current phone number is 1-905-216-XXXX
Does that change things?
Is every number in area code 905 local?
