From a QOS perspective is it possible to establish some sort of "Peering relationship" between End ISP's for IP Telephony services? Does this require a Static ISP IP address at each end?Will ISP's in both Canada and the USA provide this? Is it expensive? What do I ask for of the ISP's in-order to establish this?
This peering is in an attempt to ensure latency over the internet "never" becomes a issue.

No, this isn't a service that's available over the public internet between a basic internet connection like DSL/Cable and any IP Telephony service provider. If you can find a VoIP service provider that also offers DSL/Cable internet service -- then in that case, they may be able to offer QoS for VoIP, as it would all be on their own network.
Otherwise, you would need to get something like a leased peer-to-peer connection over a private IP network or ATM network, where resources are guaranteed, to the telephony provider. That's still very expensive to do.
